EXAMPLES OF THE PROBLEMS:
By 4th grade, Black and Latino students are on average nearly 3 years behind their white and Asian counterparts.
Barely half of African-American and Latino students graduate from high school, with African American students graduating at 55%, Latinos at 58%, and their white counterparts at 78%.
